Reporting Plagiarism by Someone at a Different Institution

I would appreciate guidance and/or direction to resources that advise upon what course of action to take when one encounters plagiarism in a textbook authored by an academic at an Institution other than my own (I have been reviewing various resources available on the web and have found no clear guidance).

Academic institutions maintain policies on Scholarly Conduct for their faculty that address how to address such matters when the plagiarist is another member of the same Institution; the obligation is black-and-white - a report must be filed in order to initiate an investigative process.

Here, the situation is that the plagiarist is at another institution, and the work that was plagiarized was not authored by me. So, who do I notify? Only the plagiarized authors? Do I notify the plagiarist's home Institution? The publishers of the plagiarized texts?

What are my ethical obligations here?
