An Uncommunicative Research Supervisor

I am doing graduate research under the guidance of supervisors A & B.  I have registered for my PhD in University where A works and B is the co-supervisor from another university.  B is actively helping me by providing suggestions and preliminary data for my research.  Three years ago I have sent a paper which includes some of my resultsto B for correction.  After 2 yrs of correspondence B returned the paper with suggestions and suggested submitting it to journal.   I asked B, whether I can include him as a co-auther, since he is my co-supervisor.  B replied he can be co-author, if he contributes to the writing of the paper and includes some of his contribution.  After an year, B has not returned the paper.  Each time I remind him, B states that it will be ready with in a few days, but never sends the paper.

Since I am running out of my time for submitting my thesis and university regulations demands publications, I need to publish my results.  I explained the matter and send mails, but get no substantive reply..
